Oil and Gas Decommissioning Opportunity Review 2005

This report was commissioned by our energy team and produced by Douglas-Westwood Limited and the TCS Partnership in June 2005. Its objectives are to review the opportunities associated with the market for the decommissioning of North Sea offshore fields.

In this report we identify some 40 different activities involved in decommissioning and the Scottish supply chain has the capability to address much of the associated market, from insurance to inspection, from project management to public relations, from safety assessments to subsea contracting.

To many suppliers decommissioning will be a business sector with which they are unfamiliar. Secondly, we recognise that the reader may not be in the supply sector, but perhaps in finance, the public sector or indeed may be an operator. This report assumes no reader knowledge of the subject, and endeavours to provide a detailed briefing for these different user groups.

Nuclear Decommissioning Opportunities

In conjunction with the Department for Business, Enterprise and Regulatory Reform we commissioned Sinclair Knight Merz to carry out a study reviewing the civil nuclear opportunities available in the nuclear industry with respect to the decommissioning of redundant facilities on both a United Kingdom and global basis. The main objectives of the work were to:

  • quantify the potential market for nuclear decommissioning services;
  • identify the strengths and weaknesses of the UK industry currently servicing the nuclear decommissioning market;
  • identify other main industries in the UK whose existing skills and experience are transferable and can capitalise upon these opportunities; and
  • highlight the areas in which some development of the current capability is required to realise the potential benefits to these organisations and the UK economy.

Offshore Decommissioning: opportunities for Scottish-based businesses

During the next couple of decades decommissioning of offshore structures will be another major opportunity for Scotland. It is vitally important that we understand the size and nature of the opportunity and develop the appropriate strategy to maximise the economic impact to Scotland.

We commissioned this study as a first step in identifying the opportunities and telling the industry about them. The focus of this report is on decommissioning offshore platforms. In addition the report covers other decommissioning sectors such as pipeline decommissioning and drill cuttings where the information and knowledge available is somewhat limited. Re-use of installations for new purposes is also considered.

We hope that this study will make a valuable contribution to the subject of decommissioning offshore facilities, and lead to maximisation of economic benefits from this opportunity, to Scotland.
