Approvals within delegated authority
The following projects were approved within delegated authority from July to August 2004. The details are provided below.
Extension to Property Asset Management Contract
Approval was granted by the Senior Director Operations (East) to the extension of the Property Asset Management Contact, relating to the Scottish Enterprise investment property portfolio, for a period of three months from 1 April 2005. This extension will add up to £100,000 plus VAT to the value of the contract, bringing the total over the contract period to approximately £1,900,000 plus VAT.
Investors in People (IIP): European Social Fund (Income)
Approval was granted by the Senior Director of Skills and Learning for the receipt of European Social Fund (ESF) income totalling £943,810, during the financial years 2004/05 and 2005/06. This match funding is due in respect of expenditure incurred by Scottish Enterprise on the provision of one to one advice against the Investors in People Standard (for 1st time recognitions only).
GlobalScot Phase 2 Development
Approval was granted by the Senior Director, International Operations for expenditure of a further £960,000 over three years for Phase II of Globalscot. During this period the intention is to stimulate the demand that increases the range of opportunities available for members to contribute, develop a stronger member governance infrastructure and design a robust performance framework. This will allow appropriate decisions to be taken on further development and funding models at the end of phase two.
Land Disposal Orchard Park
The Chief Executive granted approval to SE Lanarkshire for the disposal of no less than 12.5 acres (5.06Ha) of industrial land at Orchard Park, Eurocentral to Dragonwood Investments Limited for no less than £1,175,000, to accommodate a bespoke manufacturing facility and the relocation/safeguarding of 120 jobs, with potential to create a further 40 new jobs.
Edinburgh Property Rationalisation
The Chief Executive granted approval to Careers Scotland for expenditure of £1,521,034 towards the Lease Acquisition and fit out of Shandwick Place, Edinburgh. Approval was also granted for the disposal of Logie Mill, Cairncross House and Athol House Careers Scotland Centres.
