Skills Development Scotland contracts with private Learning Providers and colleges to deliver National Training Programmes.
Proposals are invited annually for the majority of business, with budget retained for ad hoc additional requirements in the financial year.
This site holds details of the proposal documents along with guidelines for Learning Providers on what they need to do and conditions they must satisfy to meet SDS contractual requirements.
National Training Programme proposals ask applicants for information on the following:
- how the courses/qualifications proposed fit with SDS strategy and labour market demands of the area;
- the rationale for the delivery of specific courses/qualifications;
- experience in delivering National Training Programmes;
- methodologies and approaches to quality; and
- approach to conforming with SDS legal requirements.

If successful, the proposal document will form part of the Learning Providers’ contract, and will be important in informing ongoing contract review processes, so accuracy is essential.
