Timeshare for Resort Development in Scotland

Scottish Development International (SDI) is currently seeking expressions of interest to produce for SDI clients a comprehensive guide on timeshare development and deliver follow up client workshops. This programme of support will equip tourism businesses with aspirations for growth with the necessary technical information and knowledge so that they can determine whether investment in timeshare/fractional ownership models will be a useful tool for their business development needs and growth aspirations.

The programme should provide an independent analysis of current timeshare ownership business models relevant for potential development in the Scottish market.

It is expected the guide and workshop programme should include salient points of the timeshare industry, including as a minimum:
  • Overview of the variations of timeshare ownership product
  • Resort structures pertinent to Scotland
  • Case studies relevant to the Scottish offering
  • Planning/legislation pertinent to Scotland
  • Funding/financial returns
  • Sales and marketing
  • Financial returns
  • Key industry players and roles in timeshare/vacation ownership development
This guide will be a document owned by SDI, which will be distributed to clients as an impartial guide to the industry and potential opportunities.

We would envisage a series of follow on workshops to be delivered to a SDI client base as determined by the research outputs.

The anticipated start date of the contract is October 2008 with an anticipated end date of February 2009. The workshops to launch the guide will be expected to follow in April 2009.

Aquaculture Development

Scottish Enterprise (SE) are currently seeking expressions of interest to deliver comprehensive specialist aquaculture expertise, in developing new aquaculture technologies with a focus on warm water production systems for growing Tilapia.

In order for Scotland to compete in the fish and seafood market and fulfil the growing demand, it is essential to explore various aquaculture production methods and systems that would complement the geographical area, and also work with fish farmers already established, to encourage innovation and growth.

The services of this project will be available to aquaculture businesses within Scotland, with growth aspirations. The services of the project will be funded by SE, but as part of the selection criteria, businesses must be able to demonstrate their ability to secure funding towards the capital costs, associated with introducing new warm water production systems.

SE is supporting this project in order to try and achieve its growth ambition for businesses, which is defined as being able to demonstrate the ability to grow turnover by £1 million in a three to five year timescale, but not necessarily within the lifecycle of this project.

This project will contribute to the future sustainability and growth of the aquaculture sector across Scotland. Therefore, the successful supplier will be expected to:

  • assist SE in selection criteria for potential applicants wishing to adopt warm water production system;
  • provide expert assistance in introducing the warm water production systems and on the job mentoring, with supporting materials and documentation, up to15 days mentoring per business;
  • identify links with fish farms to businesses that have a source of waste energy that could be utilised in warm water production system development;
  • develop fish husbandry and management skills of participants;
  • assist businesses to develop a marketing strategy in line with new product development;
  • ensure businesses are aware of all legal requirements associated with developing the aquaculture systems;
  • promote and encourage uptake of other relevant SE products, projects and interventions. Highlight and promote the benefits of participation with Scotland Food and Drink, the industry leadership organisation;
  • promote and encourage the uptake of services available through this project to the aquaculture industry;
  • organise informative awareness events, highlighting the benefits of the project; and
  • monitor and track all businesses activity of participating businesses to include expenditure, turnover and staffing levels.

It is expected that this project will be delivered to a minimum of six businesses during a 36 month period.

It is anticipated that this contract will commence in early November 2008 for an initial period of 24 months, with Scottish Enterprise having the option to extend for a further 12 months.

Added Value and Quality Development Programme

Scottish Enterprise (SE) are currently seeking expressions of interest to deliver a comprehensive business development programme that will equip food businesses with aspirations for growth with the necessary skills and knowledge to achieve their growth ambitions through adding value, new market development and quality improvements.

The Added Value and Quality Development Programme (AVQDP) is an amalgamation of two programmes which were offered in Dumfries and Galloway in 2007/08; the Added Value Development Programme (AVDP)and  the Safe and Local Supplier Assured Programme (SALSA). AVDP aimed to deliver to primary producers, growers and small scale food processors the knowledge to add value to and successfully market their produce. SALSA enables food producers to pursue new markets and provides customers with guarantees of traceability, quality and that food safety obligations are being met.

The AVQDP seeks to build on the successes of these programmes and incorporate additional elements based on recommendations for further improvement from their respective evaluations, such as the addition of targeted consultancy support for the 20 businesses identified as having the highest growth potential.

This programme will be available to food businesses across the South of Scotland (Dumfries and Galloway and Scottish Borders), with growth aspirations, and that can demonstrate the ability to grow turnover by £1 million in a three to five year timescale.

The successful supplier will be expected to undertake the following as a minimum:

  • introduce food business to the concept of adding value and business opportunities available by increasing their knowledge and understanding of direct marketing and the systems through which this can be applied;
  • identification and exploration of different products and their production techniques that could be adopted by food chain businesses in the South of Scotland;
  • development of selling skills, tendering and exporting;
  • provide exposure to case studies and best practice visits;
  • assist project participants to develop a quality assurance system and gain SALSA accreditation;
  • encourage cooperation with other businesses to increase capacity and gain market advantage;
  • provide two days targeted consultancy support for 20 potential growth prospect businesses identified; and
  • promote and encourage uptake of other relevant SE products, projects and interventions and highlight the benefits of Scotland Food and Drink.

It is expected that this project will be delivered to a minimum of 40 businesses during an 18 month period.

It is anticipated that this contract will commence in late October 2008 for an initial period of 18 months, with Scottish Enterprise having the option to extend for a further 18 months with the project being delivered to an additional 40 businesses.

Provision Of Catering Services, Ettrick Riverside And Tweed Horizons Business Centres, Central Scottish Borders

Through its property managing agents, Colliers CRE, Scottish Enterprise is seeking proposals from suitably experienced catering contractors/suppliers to provide catering services at the Scottish Enterprise owned business centres in the central Scottish Borders at Tweed Horizons, near Newtown St Boswells, and at Ettrick Riverside in Selkirk. Both centres lease office space to businesses, and also provide meeting room and conference facilities available for hire by organisations throughout Southeast Scotland as well as by tenant companies. Across the two centres approximately 220 people are currently employed, and in Financial Year 2007-08 about 16,000 people attended meetings and events.

In general terms, catering services will be required for:

  • users of meeting rooms and conference facilities; and;
  • tenant companies and their employees.

The existing catering equipment and facilities at the two centres will be made available to the successful supplier, but Scottish Enterprise will not provide an operating subsidy for the services, nor will it pay management or other charges. In other words, the services must be provided to such a specification and in such a manner as to be financially viable in their own right, while maintaining a satisfactory level of quality.

The anticipated duration of the supply agreement is three years, with Scottish Enterprise having a one year option to extend.

Planning to Succeed

Scottish Enterprise Rural invites expressions of interest for the provision of facilitation support for the continuation of the Planning To Succeed Programme over the next three years.

Planning To Succeed is a comprehensive programme of support designed to improve the growth of Scotland’s agricultural businesses, through improving the overall level of business management expertise of future farm managers and owners. There are currently 14 Planning To Succeed groups.

In order to deliver this programme, interested parties will require to have previous group facilitation experience as well as knowledge and understanding of agriculture and rural economic development. A strong network of agricultural and rural contacts with a focus on Scotland would also be desirable.

The contract is due to commence in November 2008, and will conclude in March 2011
