Our latest business plan represents an investment of almost £1 billion in the Scottish economy during 2015-2018.

As a public agency, we need to be able to demonstrate value for money and the impacts we achieve from this investment.

Our measurement framework

To measure the benefits of our support to the companies and sectors we work with and to the Scottish economy, we apply a comprehensive measurement and performance framework that shows how our activities feed through to the achievement of our objectives.

The range of our measures and targets reflect the ambitions of our latest business plan to:

  • Transform Scotland’s innovation performance
  • Increase investment in Scotland’s growth companies and business infrastructure
  • Increase the impact of Scotland’s presence and visibility in overseas markets
  • Develop the skills of our people and talent

We use performance measures and targets to track our progress and manage the business, including the milestones we aim to deliver across the strategic plan priorities.

Each of these milestones illustrate the key changes in emphasis in our plan, highlighting the future direction of travel over the 2015-18 period.

Targets, measures, milestones

Our framework includes 14 targets to allow us to monitor the progress of our activities and manage our business.

Reflecting our operational priorities, the target ranges in our measures take account of the evidence on performance and impact - including planned improvements in delivery and increased operational alignment, both within Scottish Enterprise and with our strategic partners.

Our five impact measures allow us to track the progress and overall growth performance of the companies and sectors we work with, whilst our measures and milestones take account of planned improvements in delivery and increased operational alignment, both within Scottish Enterprise and with our strategic partners.

Our measures are aligned with those set out in Scotland’s National Performance Framework.

This includes monitoring the contribution our activities make to the high level targets in Scotland’s Economic Strategy, as set out in the National Performance Framework.

We monitor the progress of our entire range of activities, reviewing the outputs and focusing, in particular, on the outcomes we achieve and the impact this has on the wider Scottish economy.

Recognising the inter-connected nature of what we do, we apply a comprehensive measurement framework.

This demonstrates how our activities feed through to the achievement of our objectives, as reflected in our economic impact and focused on the longer-term strategic goals of Scotland’s Economic Strategy.
