The Head of Infrastructure Investment leads our overall Infrastructure Investment strategy, aligning ambitious projects with our capital investment for productivity, energy transition and scaling innovation priorities.

This is a crucial role developing and delivering the critical projects that will attract developers and investors to Scotland.

The role

Join us and lead the pipeline development teams building Scottish Enterprise's infrastructure investment opportunities and engaging investors and developers to secure funding.

You’ll work closely with stakeholders to identify opportunities meeting our mission priorities. You’ll clear the way for your team, finding solutions to commercial viability issues. Together with your team, you’ll deliver compelling and credible strategic propositions that can be taken to a broad range of domestic and international investors and developers.

Your propositions will include blended models of public funding as well as those leveraging our existing land and property portfolio.

You’ll also be responsible for identifying individual infrastructure investment projects and aggregating them into portfolios to help secure investment from large-scale investors and developers.

Your responsibilities will include:

  • Developing and implementing strategy with the Property and Growth Infrastructure Director
  • Leading the pipeline development team, developing strategic propositions and addressing viability gaps
  • Managing relationships with domestic and international infrastructure investors and developers
  • Working with public sector partners and aggregating infrastructure – a new approach to attract large-scale investors and developers
  • Developing a new strategic approach to strengthening existing relationships and building new relationships with domestic and international investors and developers
  • Supporting the Property and Growth Infrastructure Director in strategic business development
  • Developing influential relationships across the investment community – including making valuable introductions across Scottish Enterprise and the investment community, both in Scotland and globally
  • Attracting capital investment by matchmaking known areas of investor interest to our priority areas
  • Actively seeking out new partners and being open to new types of partnerships and propositions, exploring a full range of funding solutions (for example, JV, securitisation models and syndicate)
  • Supporting, coaching, appraising and setting performance objectives for direct reports – fostering a collaborative and high-performance culture within the wider team
  • Having Senior Responsibility Officer status for key Infrastructure Investment projects and programmes
  • Monitoring market trends and economic indicators that could impact activity

Who we're looking for

Essential skills, abilities and experience for this role include:

  • Excellent understanding of infrastructure markets and investment vehicles, including economic and market dynamics, infrastructure investment funds, performance, and risk measurement
  • A strong track record of developing infrastructure projects, from concept through to funding and delivery
  • Experience of the financial services industry and the current regulatory environment
  • Knowledge of environmental, social and governance factors and the regulations impacting infrastructure investment propositions
  • Excellent relationship management skills with a highly developed network of strategic contacts in the infrastructure investment landscape
  • Exceptional presentation, communication and negotiation skills, with proven ability to deal with difficult and politically sensitive situations
  • Influencing at all levels and negotiating with key opinion formers and decision makers.
  • Strong people and resource management skills with a significant track record in coaching, mentoring and developing colleagues.
  • Understanding, planning and co-ordinating complex large-scale commercial transactions and operations
  • Assessing and interpreting detailed information and data to make decisions
  • Developing long-term strategies within a diverse and changing environment
  • Leading and motivating a team in a high-pressure environment

Desirable skills, abilities and experience for this role include:

  • Knowledge and understanding of economic development
  • Experience of building and engaging delivery partners internationally
  • Previous experience, knowledge or understanding of Scottish Enterprise, Scottish Development International, and/or the Scottish Government
