Accessibility statement for the Scottish Enterprise website
We want to make our services accessible to everyone who could benefit from them, irrespective of any disability they may have.
Scottish Enterprise is committed to making this website accessible in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
This accessibility statement applies to the Scottish Enterprise website, https://www.scottish-enterprise.com. Other websites we manage, such as Scottish Development International and Find Business Support, have their own accessibility statements.

This website is mostly compliant with the Web Content Accessibility Guidelines version 2.2opens in a new window AA standard.
Non-accessible content
We are aware of a number of issues that mean that some of our content does not meet the accessibility regulations.
On the Scottish Enterprise website:
- Title attributes are used throughout the site, which leads to duplication of text and issues for users with cognitive and motoring issues. We aim to fix this by November 2025.
- Several components on the site have keyboard focus styles but are missing a mouse hover style. For example, the video component play button has a hover style, but does not meet colour contrast requirements. We aim to fix this by November 2025.
- The dynamically generated PDF content (the entrepreneurial ecosystem guide) found on the Support for entrepreneurs page does not have accessible tags. We aim to fix this by June 2025.
- For embedded YouTube video content, there's a risk that the colour contrast between the thumbnail image shown before you start the video and YouTube buttons will not be sufficient. We're working with the content team to choose images to reduce this risk. We aim to review all video thumbnails by May 2026.
- The Gaelic language plan page has Gaelic content, but the language type hasn't been set so assistive technologies are unable to detect it. We aim to fix this by May 2026.
In the export assessment tool and net zero tool:
- Some elements on the form do not follow the correct tab order, which makes it difficult to tab through the form in a logical order.
- When tabbing through a page, some items appear in the tab order that shouldn’t be there, such as page introductions, headers, and footers.
- The matrix questions are presented in tables that are not fully accessible.
- The matrix questions do not have a fieldset legend to clearly link the groups of radio questions to the overall parent question label.
- The validation messages are not properly fed back to assistive tech.
- The links do not inform users when they are going to open in a new browser window.
- The ‘Save progress’ button does not meet colour contrast requirements.
- The ‘Save progress’ button's blink animation activates twice when in keyboard focus.
- The contact phone number in the footer doesn't feature keyboard focus and mouse hover because it's been placed in an image.
- Page validation is triggered when the user selects the ‘Previous’ button on any page of the form. This means users can’t go back until they’ve completed the fields in the page they’re on.
- If a user selects the 'Previous' button before they complete a page, but then selects 'Next' after they complete the page, the system will take them back to the previous page.
- When a user moves from one page in the form to the next, the page focus does not always correctly move to the first content item on the page.
- When a user navigates with a keyboard, the ‘Next’ and ‘Previous’ buttons appear in the opposite order to the way they appear visually.
- The progress bar repeats some text to assistive tech.
- The PDFs need to be tagged to make them accessible.
- The menu button doesn't inform assistive tech when it’s expanded or collapsed.
- Some elements are described twice, which causes issues for assistive tech and means some text will be repeated.
The software for both of these diagnostic tools is provided by an external supplier. We’re working closely with the supplier to fix these issues, and hope to have completed these fixes by 6 April 2026.
How we tested this website
We used the Web Content Accessibility Guidelines V2.2 level A and level AA to test how accessible our site is. We have an in-house accessibility lab and testing team that test new features and changes to the site for accessibility issues.
Where possible, we try to test our websites with disabled users to identify and address any issues.
This website was last tested in September 2024 by our internal team.
What we're doing to improve accessibility
We regularly test and review this website to check for new issues. We’re currently working towards the new Web Content Accessibility Guidelines version 2.2opens in a new window, and aim to be compliant by December 2024. We’ll add any new issues we identify to this statement and aim to fix these as soon as possible.
