Our board members

Our board is appointed by Scottish ministers to strategically guide Scottish Enterprise.

The board meets six times a year to oversee the direction of the organisation and help ensure we are adding value to Scotland's economy efficiently and with impact.

Professor Sir Jim McDonald GBE, Chair

Professor Sir Jim McDonald was appointed Chair of Scottish Enterprise on 1 January 2025.

Sir Jim is a three-time graduate of the University of Strathclyde having taken his BSc, MSc and PhD degrees in electrical engineering, power systems, and energy economics.

On first graduating, he worked for seven years in the electric utility industry, re-joining Strathclyde in 1984 as a “new blood" lecturer in Electronic and Electrical Engineering.

He was appointed to the Rolls-Royce Chair in Electrical Power Systems in 1993, became Head of Department of Electronic and Electrical Engineering in 2003, and served as Deputy Principal for Research and Knowledge Exchange from 2006. He became Principal and Vice-Chancellor of the University of Strathclyde in March 2009, taking up the post of Emeritus Principal on his retirement in August 2025.

He was President of the Royal Academy of Engineering (RAEng) from 2019 to 2024, the first Scottish holder of the office. He now Chairs the Academy’s Working Group on UK Clean Power via the National Engineering Policy Centre.

Sir Jim co-chairs, with the First Minister, the Scottish Government’s Energy Advisory Board. He is Chairman of the Independent Glasgow Economic Leadership Board and is a past-Chair of the Board of the Glasgow Science Centre. He is Chair of the Board for the National Manufacturing Institute Scotland and Chairs the Steering Board for the Glasgow City Innovation District.

He currently holds several senior non-executive business appointments on the Boards of ScottishPower, Enginuity, Supernode and the UK National Physical Laboratory.

Previously he has been a Board Member of Scottish Enterprise; UKTI Energy Excellence Board; and, the Scottish Science Advisory Committee. He has held other non-exec company positions with the Weir Group (FTSE100), ASCADA (acquired by GE), and Axeda Systems, a NASDAQ listed company.

He was Chair of two of the pan-Scotland university research pools in Energy and Engineering and brought these together in a new collaborative partnership across 14 Scottish Universities called the Scottish Partnership in Energy & Engineering Research and Innovation (SPEERI)

In the Queen’s Jubilee Birthday Honours List in June 2012, Professor McDonald was awarded a Knighthood for services to education, engineering and the economy.

In December 2023, Sir Jim was given the rare Honour of being appointed a Knight Grand Cross of the Order of the British Empire (GBE) in the King’s New Year’s Honours list. The award is for his Services to Engineering, to Education and to Energy.

In September 2013 Professor McDonald received the Outstanding Contribution as a Business Leader recognition at The Herald’s inaugural Inspiring City Awards event and was given the President’s Award for Outstanding Contributions to an Entrepreneurial Scotland by Entrepreneurial Scotland in 2014.

He is a Fellow of the Royal Academy of Engineering, the Royal Society of Edinburgh, the Institution of Engineering and Technology, the Institute of Physics, the Energy Institute and the Royal Society of Arts. He holds Memberships and International Fellowships in the US National Academy of Engineering, the Chinese Academy of Sciences, the Irish Academy of Engineering and the New York Academy of Sciences.

Adrian Gillespie, Chief Executive

As Chief Executive of Scottish Enterprise, Scotland’s national and international economic development agency, Adrian is responsible for leading a global workforce focused on transforming Scotland’s economy. By accelerating the delivery of the energy transition, scaling innovation, and driving capital investment for productivity – we aim to boost levels of business innovation, investment and international growth.

Previously, Adrian was The University of Strathclyde’s first Chief Commercial Officer and member of its Executive Team. He oversaw growth of the University’s extensive industry facing activities, centres and relationships as well as the development of innovative, place-based economic development projects including the National Manufacturing Institute Scotland and the Glasgow City Innovation District.

Before joining Strathclyde, Adrian spent sixteen years at Scottish Enterprise, where he was a member of the Executive Leadership Team and Managing Director of Operations.

He led Scottish Enterprise’s business support through account management of high growth companies, entrepreneurship development and high growth start-up support, R&D and innovation support, and the business infrastructure division.

He also held various roles in areas such as the creative industries, digital media and enabling technologies, and energy and low carbon technologies.

During the 1990s, he held various commercial and financial management positions within Marks and Spencer plc.

Adrian has a Bachelor of Accountancy degree from the University of Glasgow, and an MBA with Distinction from the University of Strathclyde.

Professor Richard Williams

Professor Richard Williams is an academic and entrepreneur. He is Principal and Vice-Chancellor of Heriot-Watt University - based in Scotland, UAE and Malaysia.

His background has involved creation and support of businesses and services in the chemical engineering sectors working internationally in Asia, Africa and the Middle East. 

Professor Williams is co-chair of UAE-UK Business Council (Education and Culture) and was a founding director of the Manufacturing Technology Centre (Ansty). 

He is also a Trustee of the Entrepreneurial Scotland Foundation, the Carnegie Trust for Scottish Universities and is on the advisory board of Lloyds Register Foundation.

Professor Gillian Murray

Professor Gillian Murray has a track record in academia over the last 17 years in senior roles aligned to driving economic growth. 

She is strategic lead in both Heriot-Watt University’s involvement in the Islands Growth Deal creating the Islands Centre for Net Zero and the National Robotarium component of the Edinburgh City Deal.

Professor Murray was previously involved in economic regeneration in the Liverpool City Region and Northern Powerhouse, founder of LCR4.0 programme that has supported over 600 small-to-medium sized enterprises and the precursor for the UK Government’s Made Smarter programme.  She led the development of one of the UK’s first Enterprise Zones and the creation of Sensor City in Liverpool. 

Professor Murray is a founding member of the Centre for Work-based Learning.

Graham Soutar

Graham Soutar is a chartered accountant. He has extensive experience in advisory, investment and operating roles both in the UK and across Asia, where he worked for more than 25 years.

His career has given him a global mindset and extensive cross border trade expertise in Asian markets. He was a corporate finance partner with Deloitte in Hong Kong, a senior partner in two Asian private equity firms, and until 2018, Chief Executive of the Beatson Cancer Charity based in Glasgow.

He has served on and advised the boards of companies ranging from regulated financial services to tech and private equity funds, as well as their portfolio companies. As such, he brings deep experience of corporate governance and strategic input to this role. Graham is Chair of the Scottish Enterprise Board Audit & Risk Committee.

Raymond O’Hare

Raymond O'Hare is former Director of Microsoft and Chair of the Institute of Directors in Scotland. He has held a number of executive positions at Microsoft and across the technology industry. 

Mr. O’Hare has also held a number of Chair and Non-Executive Director roles across various sectors working with high-growth businesses where he has advised on and supported them on business strategy, growth and governance. 

He has also mentored a number of Chief Executive Officers as well as up and coming leaders in a number of companies.

Professor Stephen McArthur

Professor Stephen McArthur is Principal and Vice-Chancellor at the University of Strathclyde.

As an internationally recognised research leader and expert in artificial intelligence and intelligent systems for energy applications, he has delivered over £60 million of collaborative industrial programmes.

He is also a specialist in low-carbon energy technologies and has created and led academic centres, collaborative research programmes and industrial-facing innovation centres.

Professor McArthur is a Fellow of the Royal Society of Edinburgh, the Institute of Electrical and Electronics Engineers (IEEE) and the Institution of Engineering and Technology (IET). He is also a member of the National Energy System Operator (NESO) Engineering Advisory Council.

Jacqui Gale MBE

Jacqui Gale MBE is an experienced Chair and Non-Executive Director with over 40 years of leadership across global consumer, luxury, healthcare, and tech-enabled businesses.

She's the former CEO of brands including Crabtree and Evelyn, Arran Sense of Scotland, and Wax Lyrical/Portmeirion Group plc and has led large scale transformation, international expansion, and digital growth.

She currently chairs MySense.ai, and Wendy Morrison Design, is a Non-Executive Director of Reframe, and is a GlobalScot. She was awarded the MBE in 2021.

Luke Logan

Luke Logan has almost 40 years experience of industrial and technology experience covering the aerospace, defence, power and industrial sectors.

He has led programmes and processes at Rolls Royce, BAE Systems and Weir Group. He now has a portfolio of advisory and consultancy roles spanning tech start-ups, SMS’s and established primes.

He's a Fellow of the Academy of Engineering and Board Member at Enginuity, a UK engineering and manufacturing skills charity.

Cameron Murray

Cameron Murray is an experienced Board Trustee and senior-level property executive, with current non-exec experience working with national conservation and educational charities, as both a main Board Trustee and the Chair of the Project Oversight Committee.

He's managed teams over for 30 years in the investment industry. He's a qualified Chartered Surveyor, having worked in financial services, running large property investment portfolios on behalf of institutions.

In his current role within a regulated financial institution, he provides leadership, risk management oversight and strategic direction across the mandates.

Stuart Patrick CBE

Stuart Patrick CBE has been a leading figure in the Glasgow Business Community for three decades. A chartered accountant with an MBA from the University of Strathclyde, he specialises in Urban Economic Development and has, since 2009, been Chief Executive of Glasgow Chamber of Commerce.

Under his leadership The Chamber has expanded its international trade work, especially in Asia, explored opportunities in the circular economy, and substantially increased its support for work experience for the young.

He's a founding member of the Glasgow Economic Leadership Board, a Board Member of The Connected Places Catapult and Clyde Gateway URC and a Member of the Joint Management Board Scotland Office and OAG Member. He was appointed a CBE in 2019.

Greig Rooney

Greig Rooney has over 20 years of leadership across pharmaceuticals, vaccines, biomanufacturing, and publicly traded companies.

He's a Chartered Manager and Fellow of the Chartered Management Institute and has been appointed Managing Director for Pharma and HealthTech at CPI.

He previously served as Chair of the Scottish Patient Awareness Council and recently completed the University of California, Berkeley Haas CEO 2025 Program.

Audit and Risk Committee Terms of Reference
