For the period 1st Jan 2015 to 1st Jan 2021, concerning projects located anywhere in
Dumfries & Galloway:
1. Criteria for SE grant funding for projects with regards to possession of: Planning
Permission, Building Warrants & Completion Certificates.
2. Details (including justification) of any grants paid to applicants where the recipient has not been in possession of a Completion Certificate issued under terms of the Buildings (Scotland) Act 2003.
Response
We have identified three projects that fall within the scope of your enquiry:
- Laggan Outdoor Ltd Property Support Project (payment made 2018) Project Address: Gatehouse of Fleet, Castle Douglas, DG7 2ES
- Jas P Wilson Property Expansion Project. (payment made in 2019 and 2020) Project Address: Industrial Site, Coast Road, Dalbeattie, DG5 4QU
- Peter Pan Moat Brae Project (payment made, 2018, 2019, 2020). Project Address: 101 George Street, Dumfries DG1 2EA
1. The Scottish Enterprise criteria for these projects with regards to the possession of Planning Permission and Building Warrants is that these should be available prior to the issue of the first grant claim. Our guidance also requires a copy of the completion certificate before the final payment of grant is made.
2. We confirm that no grants were paid to applicants where the recipient was not in possession of a Completion Certificate, therefore section 17 of FOISA applies. In relation to the projects above, we have copies on file of the Completion Certificate for each project that was received prior to the final grant application being processed. In the case of the Laggan Outdoor Ltd Property Support project we have a temporary completion certificate.
