Be part of building Scotland’s future

Scottish Enterprise is Scotland’s main economic development agency, committed to growing the economy for the benefit of all.

We’re here to help create more quality jobs and build a brighter future for every region.

Join us as a Project Manager in our Property and Growth Infrastructure team and develop and deliver a range of projects which will have a transformational economic impact across Scotland.

The role

We have three opportunities for project managers to join our Property and Growth Infrastructure team and lead a diverse range of property and infrastructure projects across Scotland.

You’ll take forward work on feasibility studies, masterplanning, and strategic asset management. You’ll also lead on funding negotiations, help shape innovative delivery models, and manage procurement processes that support the successful development of complex projects with national and regional impact.

Key responsibilities

Your responsibilities will include:

  • Applying your project management expertise, infrastructure knowledge and commercial insight to develop and deliver a range of property and infrastructure projects that align with our ambition to deliver world-class solutions that support our strategic goals.

  • Leading the development of infrastructure projects from early-stage planning through to delivery. This will include preparing business cases, writing consultant briefs, procuring and managing contractors, and coordinating legal and procurement support where needed.

  • Building strong relationships with partners, stakeholders and investors, providing advice, shaping project direction, and working across senior levels to influence both internally and externally led developments. You’ll understand what matters to each partner and help align priorities to create shared value.

Who we're looking for

You’re an experienced and enthusiastic property or construction project management professional with a strong track record of delivering complex projects from development through to completion

You’re confident working independently or as part of a team, with the ability to juggle competing priorities and adapt quickly as projects evolve. Your written and verbal communication skills are well developed, and you bring experience of working collaboratively with partners, including the ability to influence at a senior level.

You’re delivery-focused, agile in your approach, and comfortable working with both public and private partners, including in new or technically complex sectors. You understand the bigger picture and are motivated by the opportunity to contribute to projects that support long-term economic growth.

Skills and experience required

Your skills, abilities and experience should include:

  • A solid understanding of property and infrastructure-led interventions, with experience delivering projects on behalf of client organisations.
  • A strong track record in managing property and infrastructure development, with the ability to prioritise tasks, handle competing demands, and work independently using your own initiative.
  • Experience working collaboratively with a range of partners and stakeholders, with the confidence and skill to influence at all levels and manage complex, multi-party relationships.
  • Excellent written and verbal communication skills, with the ability to motivate, influence and persuade across different audiences.
  • A proactive, analytical and adaptable approach, with a focus on delivering at pace and maximising project impact through a collaborative mindset.
  • SCQF Level 9 qualification in a property-related technical discipline, or equivalent relevant experience
  • Willingness to travel as needed.

Ideally, you'll also have:

  • Experience acting as a client representative and managing NEC4 or other standard construction contracts in the delivery of property and infrastructure projects
  • An understanding of how place-based economic development can support long-term regional growth
  • A full driving licence and access to a private car
  • Familiarity with project management tools like Monday.com
