Grangemouth is at a pivotal transition, as the refinery closure and net zero ambitions reshape its industrial landscape. The area remains vital to Scotland’s economy, logistics, and energy system, with strong infrastructure, port access, and proximity to future carbon capture and hydrogen networks. Grangemouth’s transformation depends on coordinated governance, targeted investment, and innovation.

Five strategic objectives guide delivery:

  • Place and investment – positioning Grangemouth as an internationally recognised industrial hub
  • Connection – enhancing utilities, transport, and digital infrastructure
  • Innovation ecosystem – building innovation capacity to scale up clean technologies
  • Cohesion – establishing a cluster management organisation for coordination and collaboration
  • Sustainable growth – achieving a net zero, resilient industrial base by 2045

Accompanying programmes ensure local benefits, embedding community wealth, improved air quality, green skills, and better transport connections. Together, these create a cohesive industrial ecosystem that attracts investors and fosters community regeneration.

Recommendations

Key recommendations focus on spatial planning, governance, and investment coordination. Immediate priorities include delivering a Grangemouth Industrial Masterplan to guide land use, infrastructure corridors, and development phasing. Establishing a Cluster Management Organisation is critical for aligning public and private efforts, while an Investor Relations Framework should attract sustainable industries and provide investor confidence.

Infrastructure investment, particularly in utilities, hydrogen, and carbon networks must be sequenced to enable short-term growth and long-term transformation. Regulatory frameworks should evolve to support development while maintaining environmental standards. Programmes such as the Forth Valley College Skills Transition Centre and TRACE Hub will underpin workforce resilience and innovation capacity.

The strategy also recommends embedding community participation, ensuring industrial growth delivers tangible social and environmental benefits.
