Be part of building Scotland’s future

Help shape the places, infrastructure and investment that power Scotland’s economy.

Scottish Enterprise is Scotland’s main economic development agency. We’re committed to growing the Scottish economy for the benefit of all, helping create more quality jobs and a brighter future for every region.

We work with partners across the public and private sectors to unlock investment, support innovation, and deliver transformational projects that create lasting economic impact.

The role

We are looking for an experienced project manager to join our Property & Growth Infrastructure team – working at the forefront of major development and investment projects across Scotland.

This is a role for someone who wants to apply their commercial property or infrastructure experience to projects that go beyond traditional delivery – supporting innovation districts, major sites, and strategic developments that drive regional and national growth.

You’ll work across a portfolio of high-profile projects, such as Edinburgh BioQuarter, from early-stage development and business case creation through to procurement, delivery, structuring deals and partnerships across existing buildings, proposed developments and land holdings.

Responsibilities

Your responsibilities will include:

  • Helping develop and deliver property and infrastructure projects, taking them from early ideas through to implementation
  • Preparing business cases and investment proposals that support funding decisions and meet public sector requirements
  • Working with partners including local authorities, developers, universities and investors to shape projects and support delivery
  • Managing property and land transactions, including acquisitions, disposals and leasing activity across the organisation’s portfolio
  • Supporting the development and implementation of funding arrangements, including grants, loans, income-sharing agreements and partnership structures
  • Commissioning and managing consultants, technical advisers and delivery partners, ensuring procurement processes are followed and value is achieved
  • Monitoring progress across a range of projects, managing risks and reporting on budgets, milestones and outcomes
  • Supporting colleagues across the organisation with specialist property and project expertise, helping identify the sites and infrastructure needed to support business growth in future industries

Who we're looking for

Property and Growth Infrastructure delivers projects that help shape Scotland’s economic future. We support innovation, investment and development across the country, working with partners to unlock opportunities that might not otherwise happen.

We’re looking for someone with a property background who enjoy turning ideas into action, working with others to solve problems, and seeing projects through to delivery.

Your skills and experience should include:

  • An excellent understanding of property, infrastructure or built environment development
  • An understanding of the commercial, financial and funding considerations that support successful projects, including experience of applying these within property or infrastructure development, investment or transaction processes (such as acquisitions, disposals or partnership arrangements)
  • Confidence working within governance and assurance frameworks
  • Strong relationship-building skills and the ability to work effectively with a range of stakeholders
  • The ability to manage competing priorities and stay organised in a busy environment
  • Sound judgement and a practical approach to decision-making
  • Analytical thinking and a structured approach to solving problems
  • Clear and confident communication skills, with the ability to explain information in a way others can understand
  • A proactive, collaborative approach and a focus on getting things done
  • Curiosity, adaptability and a willingness to learn new skills

Essential requirements

As an experienced built environment professional, you’ll bring:

  • A degree-level qualification at SCQF Level 9, with RICS or an equivalent professional qualification, and an understanding of how place-based economic development supports growth
  • Strong project management experience, with the ability to manage competing priorities, organise work effectively and take ownership of delivery. This could include experience acting as a client representative or service manager, as well as familiarity with project management tools such as Monday.com
  • Experience working in partnership with others, building strong relationships and influencing stakeholders at all levels. You’ll be comfortable working across complex projects involving multiple partners and organisations
  • Excellent written and verbal communication skills, with the ability to build confidence, influence decisions and explain complex information clearly
  • A proactive and collaborative approach, backed by sound judgement and strong analytical skills. You’ll be motivated by delivering meaningful outcomes and making the most of the expertise and support available across the organisation
